If used in regard to another poster, it can be insulting. Occasionally it is a deserved look implying something like, "What a meanie/idiot/******* you are." But too often it is used when people simply disagree with someone else over something relatively minor.

I try not to use it unless I'm speaking in a generality directed at no one in particular, or about something stupid I have done myself, or if it is about a non-DISer (e.g. celebrities, politicians). The occasion is rare, but I have used it and will continue to use it with posters who are being genuinely rude or cruel to another poster or who post something so outrageous that only "" will suffice.
