Only the MK decorates extensively for Halloween. After the last MNSSHP which will probably be Nov 1 or 2 this year, the Halloween and autumn decorations are taken down and the park is decorated in time for the first Christmas party which is usually about a week later. Everything is up except for the large tree in Town Square which isn't put up until right after the Christmas parade filming during the first weekend of December.
DHS is usually decorated for Christmas in time for the start of the Osborne Lights which was Nov 8 last year. Epcot and AK are also decorated, but I'm not sure when in November. I believe the tree went up fairly early.
The resorts are decorated one at a time, but in most cases the transformations occur overnight and there isn't an announced schedule. The gingerbread house at the GF takes longest so you can watch its progress during the first half of November.
Everything is fully decorated throughout DW by Thanksgiving. The day after is the official start of the holiday season. At Epcot that date has been the start of Candlelight Processional, the Storytellers and the holiday finale for IllumiNations.
