What are they building?

During our recent December trip we drove from Downtown Disney back to BLT via the roads that go past OKW an Port Orleans ...when you come to the end of the road that passes port orleans and then take a left towards fort wilderness there is what appears to be a construction sight ..we saw a lot of building equipment on the site but couldn't tell what was being built .. I think this was the sight that was originally going to be a DVC sight before the changed gears and creaed SS out of the old Disney Institute.

Is DVC building something or is this another Disney project?
