What are my chances?

We are flying to WDW on July 4th. We land a 9 am. Staying at Pop as it is just DD and myself. We have our fp+ booked and dinner at the plaza. Calculating the time to get to Pop from Mco, check in, get bus to MK, get thru the gates. What are our chances of getting in? Except for fast pass rides, I am not planning on being able to get on any rides. DD will be content with shows. Do you think we will be shut out? What time would it reach phase 4? If they close the park for a while, what do people do, do you sit and wait on the sidewalk and wait?

If you do online check-in, you do not have to check-in at Pop. You can go directly from Magical Express > the MK bus. Pop will text you your room number sometime during the day and your tickets, etc. will be activated before you arrive. That will save you some time.

Touchdown to walking through the Magic Kingdom gates, staying at the Pop Century with everything running on time took us right at 3 hours

I'm pretty sure that if MK has reached a stage 4 closure, there won't be any buses going to the park until it reopens. Ask the driver of the first bus that shows up at the resort what the status is. Yes, I'm actually asking you to believe a bus driver!

Are there ANY reports of MK reaching phase 4? Even on NYE, I've only seen it hit phase 2 over the past 5 years.

Don't know. I haven't got the tolerance to go at those times anymore. But since the OP is staying on site and has an ADR, that's the only time she wouldn't be admitted.

ETA: I checked Touring Plans, and the last figures that the have published show Phase 3 closures in '13 on several dates, but no Phase 4 since '09. So it looks like the OPs chances are good. Aside from the whole crowd level 11 thing.

Actually, just crowd watching on a day like that, knowing ahead of time that you are not going to accomplish rides, would be kind of cool and freeing. You could probably get in to the less popular rides, like Country Bear Jamboree, Tiki Room, Carousel of Progress. You could probably get on the train and just ride it around multiple times watching the park. Hope you get in and have a good time.

You can check the park status when you arrive. The Fantasyland expansion added a few thousand in capacity. They sometimes direct people to Epcot to park to catch the monorail if the MK parking lot is full.
