If I remember correctly, I think Dollar throws in an extra driver free (but only the spouse of the renter).

Several of the frequent renters clubs add this as a perk; I believe Thrifty's Blue Chip Club and Alamo's Quicksilver offer a second driver free.

If you join Budget's Fastbreak there are no additional driver fees for spouse/SO. You don't even have to give the spouse/SO name or id.
