I am sorry if this has been asked before but can you make reservation for a character meal without a hotel reservation? common sense says yes for locals but I want to make sure.

I plan on making hotel reservations in April but I want Cindy's breakfast and I know I have to make that earlier.

Yeah, you can make ADRs without a reservation. The CM may ask where you are staying, so just tell them you haven't reserved it yet.
