my sis is opening a small business and I am going to help. Is go daddy the best buy? And what is the easiest set up and buidling option?

Can't comment on go daddy's hosting. I use Homestead, owned by intuit. Their rates are reasonable, they have their own WYSIWIG product for building the site which you can build from the ground up or use one of their hundreds of template backgrounds. Depending on the business, they can also provide e-commerce options.
 
I have been using Fat Cow for about 8 years now. They are very reasonable and I have never had any problems with their site going down. The only issues is a rare time when the email goes down. They have templates to build the site as well.

I went with 1and1.com and was super happy. The cost, ease of setup options. If she checks it out and goes with it, with a referral I can get cash back. I think with my two addresses and sites it is $29 every six months after all the free months first.
