Definitely come prepared with light raincoats that you can layer over warmer clothing as needed. I don't know the actual figures, but after 42 years of living in So Cal, I'd guess February is when rain is most likely. You may well not need them and could have fabulous clear blue skies in the mid 60's to low 70's, but if you are prepared, you won't be slowed down if it does rain. At that time of year, if we are going somewhere, I generally plan on t-necks or flannel shirts with a medium weight jacket (like a fleece one, or a squall jacket) during the day, and add a sweatshirt at night. A hat can go a long way in keeping you warm, too, on a chilly night, and having to buy those also will add up to many $$$!
