If you book a WDW hotel through MS with the Disney Collection on points, can you also add the dining plan without adding tickets?

(I understand there is a $95 fee)

Also, if you want a split stay, would you then need to pay the $95 fee twice?

I am not sure about the DDP but Yes you would need to pay the $95 dollars for each segment. You may want to look at the points required. Often you can stay in a larger room at DVC for less points then to book a non DVC Disney resort.
