Not to debate, which is not my intention but a few years ago when my oldest, now 12 was around 4, she was at a pool party. I was there because she was young and it was a pool party at a gymnastics place that had a pool.
Anyways, the life guard insisted my dd use their flotation device vs her shimmies she was used to using and able to swim all over the pool-low end/deep end as well as jumping in.
So instead of going with my gut I said ok. I should of never listened to the lifeguard because my dd used the thing they had at the pool and she went under, swallowed water and puked all over the side of the pool.
I was sort of smiling since the lifeguard had to clean it up.
I have tried bubbles, tubes and various other things but the shimmies kept my kids afloat the best and they were able to swim with out going under.
