Yes, they are both open now. The water in the slides and attractions is heated, but any falling water (watrefalls, spray into the lazy river) is not.

I would imagine if the weather is nice (in the 80s) the parks will be very busy.

Get there before opening and participate in the morning sprint to a place to sit and you'll be fine.
