water parks and more free option

can we get the free upgrade to the park hopper/water parks and more tickets without a package? We may be staying at the Swan, and I would like to have the upgrade on tickets, but I don't know if it is possible w/o booking a package thru Disney!!! TIA!!!

The upgrade is available on Disney packages only and only for a very limited time.
