I just switched our home phone to Callcentric from Verizon. Our bill went from $49/month to $13/month. And I pulled my son off of Verizon Wireless and put him on Ting.. they use the Sprint network, but we have been VERY happy so far. They only charge in increments by what you actually use (mins/txt/data) and if you use less the next month, they only charge you for the lower amount. I like it because I can also shut off the texting (or whatever) if he gets to a limit I determine (because I don't want his bill to go higher).
Another option is to use Google Voice. I don't think you can port a landline number yet, but you can get a free number though them or port a cell number to them.
Here is an article that explains a lot, which helped me decide what to do to lower our costs - we were at $300+ a month for 6 cell phones and our home line!
