Walk from DHS to Fantasia Mini Golf?

That's the route. I just don't know if it is beneficial to walk or take a cab? Does the whole course close at 11 or can we finish if we start by 11?

How long does it take you to walk a mile?

I would walk, it would take the same amount of time considering vehicle traffic exiting the park. And I would expect you'd easily make it there by 10:15.

We've done the walk from BWI to DHS many times. I will estimate DHS to Fantasia will be about 15 - 20 minutes. And, we've actually taken Uber from DHS to BWI! We were there until closing one night, boats were crowded and we were tired. It cost about $3 (plus I gave her a tip since it was such a short drive). She was fine with the short drive.
