Wait time for town car with no luggage?

I know I should know this but we have not used one in a long time. I read here they are not allowed to park like they had last May so how long is the wait for them to go get the car? Can you meet them at a spot if you have no luggage? Dh and I are just going for 3 nights and will only have a backpack carry on. Also DH wants to be droped off at the CR instead the ASMU so we can have lunch and go to MK and stuff the backpack in a locker. We will be at MK on the last day for half the day and that would save us from going back to the ASMU for the pick up..... Is this ok? Thanks!
