Wait List and Borrowing Points?

Suppose I want to make a reservation, that requires me to borrow points.
Suppose the reservation is not available and I put myself on a waitlist.
Do I have to actually borrow the points, before I can be put on the waitlist, OR can I avoid borrowing the points, if my waitlist request does not come through?

I keep finding little things that I failed to find out before I commited to a purchase. I am starting to feel less then wise.

The points are borrowed when your waitlist comes through. You don't have to borrow them in advance.
