Is it possible to book at VP and then add DPA if it's available after entering the park?

Yes! You have to purchase them though. You can get free Priority Passes too.

It's free and also called the 40th Anniversary Priority Pass. It's for certain attractions, different ones than DPA. It has a 2 hour waiting window; whereas, DPA has a 1 hour window before you can get the next.
