No, if you have a meal reservation you don't have to pay to park at the resort, but with no reservation I don't think they'll let you on property if you're driving.
Your experience may vary, but during my July 2021 visit I was able to drive and enter Coronado Springs to eat dinner at Three Bridges, which doesn't take reservations. I just needed to show my ID at the gate.

It may be resort dependent as well. CS doesn’t have the Skyliner to get to the parks where places like CBR and RIV do.
So, those resorts, along with the ones near MK are typically a little more strict in terms of who they let in without a reservation. It’s one of the reasons Primo Plato at RIV mentions you must be staying there to order.
