I think it depends on the situation. If it were several adults exception probably not. A family with 5 or 6 small children probably yes.
I do know that the one time my husband didn't have a FP and I did they allowed him to accompany me. (Use a powered wheelchair). My husband was willing to wait for me outside the ride but the CM allowed him to go with me.
