My 2014 points can be banked, the remaining 7 points were transferred to my 2013 UY so those I don't think can be banked.

I just called MS and since I canceled my Dec trip after Sept those 7 points have remaining for 2013 UY can not be banked. But the 74 points I have for my 2014 UY can be transferred or banked. I have a Feb UY. I sent you a pm with my email address.
