I have found that it does make a difference when your there. During Peak Season, Holiday Weekends and during FD the wait time seems to be longer. During the F & W Festival wait times at Epcot can be long.
It does depend what time of year your going, what events are going on that time of year and at what park. A park thats having a special weekend event will be crowded so wait times can sometimes be longer.
When we had our ADR for Le'Cellier we waited 45 minutes past our time and this was during the end of January. I will say it was a Saturday evening and the park was busier with the Superbowl & cheergroups, but nowhere close to the crowd levels we encounterd our other two times (Aug & Dec. Christmas)
I guess the one thing I don't understand with your evaluation would be this(and not saying your wrong).; If a restaurant has no available seating because it is already all booked, I would think it don't matter what time of the year it is. It still has the same number of tables, the same number of slots, and still has the same number of hours in a day. If it were booked solid in January it is the same as if it were booked solid for the end of June. Perhaps my though process is flawed in this assumption???
