Vero Beach non-guests using facilities?

Some family members have discussed staying off Disney property while some will be staying at Disney's Vero Beach Resort. Will the family members not staying on Disney property be able to use any of the Disney facilities? Are the children's activities restricted to guests only? The beach and pool areas?
It is our guess that they would check guest IDs. Thanks.

The beach is public - there's a public access just to the north of the resort, but AFAIK, the resort facilities/activities are restricted to registered guests. You need a room ID to access the pool - it's gated.

My advice is to call the resort directly and ask for their policy on guests inviting others to join them and use the resort's facilities.

I've seen no written policy on "guests" from Disney or DVC. I've also NOT seen any info to believe there even is one in practice. The easiest way to handle this situation is to add them to your reservation if you can. If not, I'd agree with contacting the resort but I'd speak with a manager and record their name and instructions.
