Vero Beach in January?

Can anyone tell me how (typically) warm it is in mid-January at Vero Beach? Is it beach weather, or too cold?

We were at Vero this past January 26-29. I was told by several that it was unusually cold this year. Anyway, two days were quite cool. We walked the beach wearing jeans and sweatshirts, and it would have been way too cold to sit on the beach in shorts. The other two days were much warmer. We sat by the pool and went swimming, however when the sun went behind a cloud and the wind kicked up, that got a little chilly.
Again, the locals told me that they were having a cold winter.
