The issue is the Brazilian tour group girls. They are just out of control. For some reason, no one can seem to rein them in. Their chaperones almost egg them on. Disney doesn't seem to care. They have put more Portuguese speaking CMs in the parks so there isn't a language barrier. But, at the resorts? Nothing. If you have an issue with them, at night, go directly to the lobby and talk to someone there. Do not call from your room. You will be getting a call center, and they won't do much. If it continues, after talking to the front desk people, go back and ask to be moved...to either a different area of the resort where the girls aren't at, or to an entirely different resort.
It isn't fair that one group of guests is allowed to make lives miserable for other, paying guests. But, Disney seems to really want the money these groups bring in. Having said all this.....the last time I stayed at Pop, there was a huge group of girls celebrating quinceeaneras. There had to be 50 of them, all traveling together. I will admit to groaning when I saw them and then walked by the huge number of decorated windows, showing the rooms they were staying in. BUT, I was more than pleasantly surprised to find that this group was never out of control. They did have their own bus transportation, and they were well behaved in the food court (well, as well behaved as a group of teen girls can be!!!). There was no running around, screaming at night. Never heard a peep from them. I was so impressed that I mentioned it to the front desk. The CM was so surprised to get a good report about a BTG (Brazilian Tour Group). She said she would certainly pass it along to management.
