If you don't mind a little splurge, you could fly to Paris for just over $560. I know you said summer 2019 but a quickie search on Norwegian Airlines from LA to Paris, departing 9.4.18, returning 9.14.18 is $562.70 pp. 
Usually cheaper if you can travel off peak. We went last August and stayed at Residence Charles Floquet, 1.5 blocks from the Eiffel Tower and it had 4 BR/3.5 baths. Ds17 was nearly jumping up and down when he walked in and saw the view.
In case you're wondering, "How do you get your slightly rebellious 17 yr old boy to want to hold your hand in public?" It's this place!
Our boys are both history buffs so we did a tour of Normandy/Omaha beach also. omg, I could spend a week just there, besides Paris. Being Disney-lovers as well, we had to hit Disneyland Paris for a couple days too, though I know you said someone in your party said no to Disney but maybe after a week of togetherness you wouldn't mind a couple days of separation.
So much to see and do that would appeal to all ages!!
