I'd not expect that by May, but you can always hope.

The center of the Hub was just flattened within the last couple of weeks, and the Hub construction is not supposed to be completed until toward the end of 2015.

But, you never know...

It's fine. It's in the center of Town Square (where the MK flagpole is located.)

You enter at the break in the ropes where a CM will scan your MBs.
I'd arrive toward the beginning of the time window listed for that FP+.
