Ok my questions has to do with use years. Let's say I buy in March 2013 and my use year is August. Can I book a vacation right away or do I have to wait until my points are awarded in August?

Points are not "awarded" when your use year starts. They are already in your account to use based on the date of stay.

I have an April use year and when I look at my account online, it shows April 2012, 2013, 2014, 2015 points.

If this is a direct purchase, you will already have points from the current Use Year in the account and another allotment of points in August. As Debbie noted, the points are already there based on normal borrowing rules.

If this is a resale purchase, it will depend on the details of that contract. Some resale contracts are stripped - meaning there are no banked, current or (in some cases) points to be borrowed from the next Use Year.

Regardless, your Use Year has nothing to do with when you can make a reservation. That is always governed by the 11 month Home Resort Reservation Priority and the 7 month reservation window for non-Home resorts. The points needed just need to be available for use (either banked, current or borrowed) for the dates of the reservation you wish to reserve at 11 months or less.

real life example:

say you buy a resale contract with an aug UY. it's stripped and doesn't have any pts coming till aug 2014.

given that...
*pts can be banked or borrowed to move them one UY up or back
*pts can only be banked or borrowed one time

so you could borrow the pts into your 2013 UY (for stays from aug 1, 2013 to july 31, 2014) and that's as far as you can move them.

for a stay starting aug 1, 2013, you could book that at your home resort starting 11 months out...on the morning of sept 1, 2012.

so sept 1, 2012 is the earliest you could call to book if you didn't have any pts coming till aug 2014.
