use month is March, when is the latest I can use banked points

We banked 95 points into year 2006, when is the latest we can use those and still have access to our full 150 yearly points?

Banking points simply moves them into the next Use Year. 2005 points banked into 2006 are good for stays from 3/1/06 to 2/28/07.

When you make a reservation for that period, double-check that DVC is using your banked points before your current year points. They should do it by practice, but it never hurts to ask.
