Can you use the gift card from the gift card deal to upgrade to include the dining plan once you are there? Like, don't get it ahead of time but use the GC toward the price of upgrading?

No, because you have to have the dining plan already done and paid for before you get there. Think the latest is 72 or 48 hours.
