US Citizen living abroad - insurance eligibility?

This may be a weirdly specific question, but I was looking at non-Disney insurance policies and they all state you must be a U.S. resident. We will not be U.S. residents this year, but we will be moving back to our home in the states after our May 2019 Alaska cruise. We do own our home in the U.S. and will be paying U.S. resident taxes for 2019. Can we buy an Allianz or other plan that stipulates you must be a U.S. resident? Or are there other insurance providers for Disney Cruise Line guests who are not U.S. residents?

I live in Germany and got mine through ADAC. Which is comprehensive travel insurance. Which means not trip specific but our policy covers 5000g a year i called and they confirmed cruise is included. Health/ evact is separate traveler’s health insurance we have regardless

Yeah we have health/evac insurance here is well, just wanted something specific to the cruise that will cover us despite not being current US residents. I did an online chat with one rep at Travel Insured who said so long as the trip originated in the US it would be covered.

I am a US citizen living in Canada; we have gotten DCL's insurance and we have gotten trip insurance through a Canadian travel insurance company. We also have a Canadian annual multi-trip travel emergency medical insurance policy.

US policies are usually pretty clear in their fine print that one must be a US resident to be eligible; they are not based on citizenship though there may be additional criteria to just residency. Some of that has to do with the regulations and laws to which they must comply.
