Actually, there's a typo in the new prices that's being fixed: Disney did discontinue the $10,000 minimum in 2012, but you can still get a $12,000 minimum on weekend ceremonies held at 9am or 10am—those haven't gone up to the $15,000/$20,000 minimums you have the rest of the day.

Unfortunately, these discounts are all at Disney's discretion and can be pulled at any time. Wishes minimums are not guaranteed through a calendar year the way Escape package prices are—they change as demand changes.
