How can these people have stands with signs saying they are selling WDW tickets when it is illegal? That doesn't make sense. It is like saying, "here I am committing a crime". Why are they not arrested or shut down. I guess I just don't understand how this goes unnoticed.

We've bought them..one time inside of a Days in by Universal. We used a credit card, so I would certainly protest it, if there was a problem. I always assumed they had some sort of agreement with Disney.

Just because something is occuring doesn't make it legal. Have you ever gone to a flea market where bootleg videos/dvd's/cd's were being sold? Perhaps you've walked down the street in NYC and seen the vendors selling "Prada" bags for $10 and "Rolex" watches for $12. I've never seen a cop come buy and arrest anyone but everybody knows its illegal.

Every Disney ticket says, "Nontransferable; must be used by the same person on any and all days." So any guest who sells, or even gives away, a partially used ticket is violating the law.

No, I have never been to New York (a country girl here who hasn't traveled much), so I guess it just doesn't make sense to me that you can commit a crime out in the open like this. Oh well, we have never bought these kinds of tickets and don't plan to ever do it---I was just wondering how they are able to do this out in the open like this.

They constantly move these stands. If you see one, chances are it may not be there the next day. ::yes::

I don't know - I've seen plenty of permanent stands. They are usually little huts, similar to a security guard shack. They are easily found along International Drive or on 192.
