To create an even infastructure such as this at WDW would be next to impossible and would create a lot more hassle and disaccord with those that do not stay on property. I think that this would turn off people who would see a lot of people going past them in line just because they chose to stay on property when not everyone can afford it, causing guests to go elsewhere, such as Universal or Sea World because of the NUMBER of people going into the fastpass lines. Imagine what it would be like at extremely busy times.
Also, you cannot penalize someone for paying less for a hotel with the deluxes get more passes. This would also create an economic divide at the parks. You don't have to wait in line because you spent $50 more a night than me? Not too fair for anyone.
The only way that we thought would work would be something of a revolving system that had 5 resorts at each park get the perk and then rotate the days. New room keys would have to be designed to designate this and all the technology and scanners that Universal has would have to be purchased. But one benefit of this would be that people could no longer have more people in their rooms than are actually registered.
