Universal upgrades question

If you buy the passes being offered on the US site, can you upgrade them to front of the line passes once you get there and for how much? thanks

Front of the line passes are different from entrance tickets and are purchased separately.

Now, how come they are not available in August?? (Only on the 4th???)
