I saw on the website that you can buy an annual pass for $109 and then get $12 off guest passes, and other deals. My question is do I have to activate it at a park before I can get the discount for guest tickets?

Yes.
Activating your pass is really simple and fast. Your voucher is scanned
at the gate, then your finger is scanned and your AP is printed right there.

So if you plan on getting discounted tickets it should take less than 5mins to activate your pass.
