I read on another site about something called a Universal Pass which enables you to get 20% off of food, drinks and merchandise in the park.

Is this true and if so where can I get it?

I think you are refering to the Universal Annual pass. You do get a 20% discount on food and merch. Although it depends on the season. Sometimes they only give you 15%. Either way it makes the food prices actually quite resonable.

They are probably talking about the annual pass:

Benefits of 2-Park Preferred Annual Pass:

Valid at Universal Studios® and Islands of Adventure during regular operating hours
Valid 365 days from first day of use
Free self-parking each time you visit OR valet parking (pay for 2 hours and get the rest of the day free [based on availability])
Free admission to select special events such as Mardi Gras, Macy's® Holiday Parade, and Grinchmas™ (discounts on separately ticketed events such as Rock the Universe)
15% savings on 2-and 3-Day Universal Orlando tickets (up to six [6] people, must be purchased at the front gate)
10% savings on 1-Day 1-Park Universal Orlando tickets (up to six [6] people, must be purchased at the front gate)
10% - 15% savings at CityWalk Clubs and Restaurants
15% savings at restaurants (excluding carts and alcohol)
20% savings on the CityWalk Party Pass(sm) (up to four [4] people)
20% savings at Merchandise Stores and Carts
10% savings on VIP Tours
Up to 30% savings at On-Site Resorts (based on availability)
Universal Express applicable.

I have it and it's definitely worth having. Especially if you go often!

Even if you don't go that often, for a 3 day trip, it is about $60 more than the other tickets. The free parking would save you $18, so you are only paying $40 more. If you use that to get the discounts on the purchases for your entire group or can plan another trip in less than a year, you save money. Basically if you spend $200 on food, souveniers, etc, you will be breaking even or saving money.

Last year, they were running the passes for $150 for a time and then after that it was $170 for 2 years (buy one, get one free). I would wait until closer to your trip dates to see what kind of sale is offered, but it is definitely worth looking into!
