First trip/stay at Universal in 20 years coming up as part of a work trip, and I have some questions for you fine folks! I am coming in a day Early and staying at Portofino Bay. Checking out and staying at Cabana Bay for work conference, will I have access to the Express Pass/Lines on my check out/check in day to Cabana Bay since I am checking out of Portofino Bay? It won't override because I have a new resort I'm going to right?

On checkout day, can I have my luggage transferred from Portofino Bay to Cabana Bay? If I can't, will they hold it at Portofino Bay for me, and I can grab it later that day to take it over to Cabana Bay? Goal is to eat breakfast at Trattoria del Porto at 7, walk to IOA for early entry at 8, do the parks for awhile, and then head to Cabana Bay later that night.

Yep, your Express Passes are good all day both check in and check out days

I've heard reports of people being able to get luggage transferred from Premier hotels (like portofino) to other lower tier hotels but not vice versa. regardless, they will hold the luggage

They would not transfer our luggage Portofino to Sapphire Falls last Oct, however I have heard varying reports. I would ask, and be pleasantly surprised if they say yes. If they won't, leave them with bell services, then when you're done at the parks an Uber is fairly inexpensive.
