Universal flex pay

Does universal still offer flexpay on the annual passes? I try the link and it is saying it is forbidden. Any info? Was thinking this may be a good thing to look into. How exactly does it work?

Also, does the AP have to be activated upon checkin to the hotel or can you do it after the fact? Or can you buy this directly from the hotel when I check in? Right now we are booked with an entertainment rate but am now thinking that an annual pass may be worth looking into.
 
They do have the flex pay on the annual passes. I have a friend who did it. You give them a credit card and they charge it monthly. Works out great. You should definitely renew it before checking in to save you the hassle. If not, you can check in, get your ap and then show it during your stay so that they don't change your rate to rack.
 
I think Flexpay is only for Florida residents. I just did it about 2 weeks ago, just got the ticket at the gate
 
I'm from South Carolina and doing Flex Pay. I think it's great. I only wish WDW would do it.
