How does this differ from Disneys fastpass?

Am I right in saying that whereas Disneys fastpass is free to anyone that a Universal Express pass is something you have to pay extra for (or stay in one of their hotels)?

Does that mean that visitors without an Express pass just have to queue up like in the old days at Disney?
 
express passes are an extra charge, and to get them you can either pay up front or stay onsite in one of the 3 hotels.
disney fastpasses are NOT an extra charge, and anyone can get them as long as they have a park ticket.
 
There is a bit more to it than just that. Fastpass only allows you 1 ride, have to use the pass, go get another at another ride, etc. Express pass allows you front of the line access to all the rides (that offer it... most do) once per day / ticket, per ride. No wait from one ride to the next, and you don't have to worry about the express passes being "sold out" for a ride for the day, the front of the line is always available. Of course, if you stay on site, it is not just 1 time per day, but all day, unlimited front of the line access... so VERY different than Disney fastpass.
 
Exactly....the Disney FastPass is restricted to use at certain times....the Express Pass is either unlimited (staying onsite) at anytime you want or 1 time per ride anytime you want (don't have to come back at a certain time like FP).
