Understanding Disneyland FP

i have a fastpass question: how are the return times being enforced, are the CM's pretty lenient? meaning if you return after the designated window, do they still let you in the ride (in the past they have been lenient, but we haven't been in 2 years)

Not very lenient. A nice CM may give you a five minute break for being late, but that's about it. Don't hold on to the FP too long. They used to let you use them whenever, but that changed several years ago.

I can see that both the Disneyland App and the Touring Plan App are not accurate in terms of Fast Pass times. I checked at 6:30 pm and for Big Thunder for example, Disneyland App said it was giving out FP for 4:15pm and 5:15pm and Touring Plan said 4:30pm. Hmmm....something not right with that.

Just wanted to add, if the ride was down during your FP time, you can use the FP at a later time. This happens to us a lot at Indy it seems like, and we just save the FP for later that night.

Yep, they are tracking the ticket not the person. I used to use that to my advantage when I went to WDW with my mom. She didn't ride thrill rides, so we'd get FP with both tickets and I would ride twice while she people watched or rode the People Mover. That's one of the downsides to the new system in place a WDW.
At WDW, you can do the same thing, just scan another person's magic band. We do this with the kids all the time.
