I know the site has been glitiching off and on since Friday with dining reservations so it may be that the payment area is also affected.

Lots of people have been complaining about not being able to make a payment on line in MDE. Saw something on the Theme Parks section that a CM told someone when you are logged into MDE, click on order customized maps and it takes you to the old site where you can make a payment under My Reservations. I checked it out yesterday and was able to get there; did not want to make a payment but seemed like I could.
