I always find a large selection at Salvation Army or local church thrift stores. They are only $2 or $3, the purchase benefits a good cause and then I donate them back in January.
I'm the ugly sweater 1st prize winner 2 years running at my workplace by using a plain sweater and adding stuff I already have plus light up noisy stuff from the Dollar store.

Salvation Army, Goodwill, Savers. No offense to everyone buying them new, but I kind of feel like that's cheating...lots of ugly ones out there that somebody didn't think was ugly at some point!

I know what you mean, plus this is the BUDGET board. An ugly Christmas sweater is usually a one-time wear (Maybe twice but I have to think the fad will be over soon?) Saving $10-15 by buying at a thrift store is another $10-15 in the Disney fund.
My friend paid $20 for one at TJ Maxx. I think that is silly. I'd just get an old sweater you never use or a cheapo from goodwill and hot glue a bunch of stuff and/or garland to it.
I made mine for work on Thursday! I had an old green sweater that is at the end of it's life and I glued on bows, remnants of wrapping paper from wrapping gifts, etc.
Ditto all of the above for suggestions. I also saw some at Forever 21.
