Depends on what you are going for.
If you want a relaxed lush tropical atmosphere then TL is perfect. It's pluses are the Wave Pool, which is very powerful and great replacement for the ocean, a few minutes of fun at Shark Reef (do early in am or sediment is stirred up) and some love the Crusher Gusher although I felt a let down. The slides themselves other than the big drop are short and boring and our family said never again. The kiddie area was redesigned years after park opened, people cut through it and it is very chaotic - so lots of chasing the kids to keep an eye on them.
If you want an upbeat, fun park with lots of great slides then it's BB. The slides are much more daring and fun - even the ones the kids can do. The Family Raft ride can not be beat. The kiddie area is well designed and self contained. The Ski Patrol tween area which Disney hit a home run with that area is awesome (parents can go on a few of the slides)! Also if you tire on steps, it offers the ski lift up to the top.
Unless I were doing two parks in one trip, BB would always be our first choice.
