How many other minimum wage (more or less) type jobs at WDW require any certification? Housekeeping? Waiter? Bus driver is the only example I can think of.

Lifeguards, some places, are also expected to be ENT certified.

The issue isn't how difficult life guard certification is but how many certified lifeguards are looking for work.

A menial skill job is one that requires little to no formal training. They typically pay at or near minimum wage. All of the jobs you listed qualify.

People are creating arguments based on emotions rather than facts. Facts suggest that the reason only one water park is open (at a time) is financial. There is no evidence to support that there is a lifeguard shortage in the Orlando area. There are no current job openings at WDW, and the jobs that are posted fill quickly - likely because WDW has the highest general wage in the area thanks to the union agreement.
