Two cars one credit card?

I am considering renting 2 cars for the week, it ends up being cheaper than renting a van for 4 days and doing FL tours with a 15 passenger. My question is if I rent the cars and want my Son-in- law to drive one of them is that allowed? And if so do we both get our spouses on the form as 2nd drivers for free? These would be EA NAtional. I would have both cars for $260.00 and the other way would cost me $280.00. I realize I would have gas and tolls to pay extra but it would give us a lot more flexability.

The person picking up the car has to have a credit card in their name and has to be the person that rented the car.
Your SIL will incur additional driver charges if you rent the car.
The relative has to have the same last name and reside at your home.
Have your SIL join EC and have him rent the second vehicle.
That way his spouse can drive at no charge.
