Tween modest tankini swimsuit

DD13 is only 5ft tall, but showing womanly curves, so we had a had time last year with the bathing suit. All Jr suits were too skimpy in the top. Ended up at Macy's petites and found some that were really cute.
 
DD14 wears these, but only the kind with shorts.
We had trouble a couple of years back finding anything in the girls depts that had any padding.
Finally ended up at Kohls in the junior sizes. She had to try on a lot of suits, but did find 2 cute ones that were smaller fitting.
Her suits have been purchased there ever since.

Last year we found that Kohls is the only place for ones for my 14 year old daughter. She also wanted a tankini with the shorts. I know this year where to go after searching everywhere last year for it.
 
I highly suggest looking at suit that are sold as separates. Not only are tops difficult for teens and Tweens who don't want to bear all, but once you find the top, the bottoms become an issue- they're to big, or too small, or cut so low in front or high on the legs or back that pictures need to be airbrushed to decency.

I've had luck in the past around mid summer at the PacSun outlet- separates for $7-10 each piece.
 
We had good luck at target this year. DD is 9 1/2 and just starting to develop a little. She is a dancer/cmpetitve cheerleader with a lot of lower body muscle mass so bottoms are a problem too. Target has some cute styles with the boy short bottoms this year. We got a couple that were sort of in between a bikini and a takini, sort of a half top. They worked ok for DD without the lining becuase of how they were made. One has ruffles on top, and the other had some decals.
 
Aeropostle has a kids' line available online called P.S. I think they go up to size 14 and I know they have bathing suits, just not sure about the padding.
 
The problem with putting bra linings in Girls' sized swimsuits is that the size range is so large; you are going from 4 yos to 14 yos, and the standard mfr practice for a size range is to assemble the items identically except for sizing the pattern.

That said, I have a solution for you: bra linings. You can buy them at fabric stores for about $7 (less with a coupon) and add them to any suit; they are cut like a strapless bra with light foam inserts and only have to be sewn in at the side seams of the suit, though it tends to look nicer if you can also tack the top edge to the lining. Thanks everyone for your suggestions. I will also email the stores and let them know that a modest tween suit with padding should not be impossible to find. We are going shopping this weekend and I will report back if we have any luck.
 
Another thought I had last night- we do have a Justice bikini top, and a Lands End womens top with the removable padding. It is of course not tacked down since it is removable, so once you wash it, it is crumpled up in a corner. Then you have to sit there and try to rearrange it through the side slit. So while the removable ones are at least something, even better would be permanent ones. Or if you are handy, stitch it down at the corners on the inside of the suit.
