Don't know this for sure, but since it is listed as $5.19 on the AllEarsNet menu, I would suspect that it's a CS item. I think it has been reported that snacks are less than $4. Maybe someone else can confirm this?
I think you might be thinking of the Dining Plan. The Disney Dining Experience, or DDE, is a card that entitles you to 20% off of table service restaurants.
Turkey legs cannot be purchased as a DDP snack item.
Here's another example: At food stands that sell McDonald's items, you can buy fries as a snack but not CHicken Nuggets. They don't want you to use the snack as a meal.
That said, we used our snacks for breakfast easily at places like Fountainview and Starring Rolls. Coffee, milk, juice, pastries, etc. were all good for snacks.
