There is usually a metal wire that is around the ends of the legs. I usually release the legs to rinse out the turkey. The metal wire stays during cooking.

Now this thing that is around the ends of the legs is made out of plastic.

Do I leave the plastic thing on the turkey while cooking or try to cut it out?

I wouldn't put anything plastic in the oven. Doesn't the turkey wrapper have instructions on it for that? I don't stuff my bird if that makes a difference and always removed the metal thing.

Take the plastic off, and if you need to secure the legs during cooking use string (not plastic string;)) to tie them :thumbsup2

You can leave the plastic or metal on the turkey to keep the legs closed, it is meant to be there. The plastic is food grade and will not melt.
