TS credit for QS credit?

We are looking at booking with FD for the end of Sept. We want to stay at a moderate but you can not get the QSDP at the moderates. My travel agent said we can use a TS credit to get a QS meal (she got this info from someone at Disney) however I decided to call Disney just to confirm and was told no we cannot do this. Has anyone ever did this?

I've heard you're not supposed to be able to but some cast members let you.
