I've seen this before and I thought it was basically almost *everyone* CAN read it (at least that is how it's always been stated before when I see it).

Same here.

Also, I can mirror write with non-dominant hand* - this is common in children but rare in adults (my BF was shocked to even come across it in one of his neuropsychology books, but was pleased to tell me that I wasn't some freak of nature!) - so I can read backwards quite naturally as well

*as naturally as writing forwards with my dominant hand

The excerpt looked like 55% of the papers I graded this week from my 7th graders so yes I could read it, no problem!!!
